The first results showing the pro- government coalition to be winning by a wide markin were denounced by the opposition and US observers as fraud. After denouncing the election results Carter said he hoped the world would condemn the dictator, General Noriega, who stole the elections from his own nation. Unofficial exit polls showed the oppouition wjnning Sunday's elec- tions by a 3 to 1 margin. INDEX 180
